Of course, there is no reason why\u00a0a pilot should not ask for an FIS from a convenient ATSU while on a local flight.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span>Often, especially when receiving an FIS from an FIR Centre &#8211; such as Athinai Information\u00a0a pilot may receive no information at all, unless he makes a specific request: for\u00a0instance, to find out whether a danger area is active or what the weather is at a destination or diversion\u00a0airfield. However, information such as serviceability states of aerodromes on a pilot&#8217;s route, collision\u00a0hazards, or significant weather phenomena may be passed to him by an FIS provider, as a matter of\u00a0routine. \u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">In any case, even if no particular information is required, it is prudent for a pilot to ask for an FIS when\u00a0one is available. In that way, if a distress or urgency situation were to arise, the pilot is at least in contact\u00a0with an ATSU which knows that he is airborne and what his route is. \u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">When receiving an FIS, you must always bear in mind that you are NOT under air traffic control. Consequently, you do not need to request permission from an FIS provider to take any actions you judge\u00a0necessary. For instance, when changing to another frequency, you simply inform the FIS provider that\u00a0that is your intention.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span>The list below illustrates the type of responsibility FIS providers have with respect to pilots who request\u00a0an FIS. \u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(i) \u00a0 \u00a0 Provision of weather information including SIGMETs.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(ii)\u00a0 \u00a0 Provision of information on changes of serviceability of navigational aids and other\u00a0 \u00a0 \u00a0 \u00a0 \u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 facilities at relevant aerodromes or air traffic control centres.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(iii) \u00a0 Provision of information on changes of conditions at aerodromes, including information on\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 the state of the aerodrome movement areas when they are affected by such things as repair\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 work, snow, ice or significant depths of water.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(iv) \u00a0 Provision of any other information pertinent to safety, including general traffic<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 information.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(v)\u00a0 \u00a0 Provision of an alerting service.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(vi) \u00a0 Initiating overdue action.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(vii)\u00a0 Provision of collision hazard warnings.\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(viii) Provision of available information concerning traffic and weather conditions along the\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 route of the flight that are likely to make operation under the Visual Flight Rules\u00a0 \u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0\u00a0 \u00a0 \u00a0 \u00a0 impracticable.<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\"><em>N.B. There are numerous factors which limit the air traffic service given to a pilot receiving an FIS. For\u00a0instance, because aerodromes and centres providing an FIS need only be equipped to a specified\u00a0minimum level, accurate assessment of the possibility of collision hazard between aircraft in flight is\u00a0low. It is, therefore, recognised that no form of positive control or separation service can be provided to\u00a0pilots receiving an FIS. Indeed, as we write above, it is of supreme importance that pilots understand\u00a0that, while receiving an FIS, they are not under air traffic control and are themselves responsible for\u00a0collision avoidance.<\/em><span style=\"font: normal normal normal 12px\/normal Helvetica\"><em>\u00a0<\/em><\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">What are the VFR Pilot&#8217;s responsibilities when receiving a Flight Information Service?<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span>In any exchange of radio transmissions between a pilot and an ATSU, the pilot bears the general\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">responsibility for transmitting his intentions, requests and responses succinctly, clearly and effectively to\u00a0the ground operator. Professional pilots are specifically trained in radio communication techniques, but\u00a0the typical private pilot, flying VFR, will not have received such training. It is, therefore, incumbent on\u00a0the VFR pilot wishing to become an effective user of airspace and of air traffic control services to take\u00a0responsibility for his own training and skill-development in this field.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">Of one thing you may be certain: if you are to gain maximum benefit from the services that ATSUs can\u00a0provide you, as a VFR pilot, the manner in which you use your radio must make it clear to the ATSU\u00a0operator that you are a competent and proficient pilot, navigator and radio operator.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span>Being aware of your responsibilities in this field will help you attain that level of proficiency. Here is a\u00a0list of some of the responsibilities of a VFR pilot when receiving a Flight Information Service:<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(1) \u00a0 Prepare each flight thoroughly.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(2) \u00a0 Keep an attentive listening watch on the FIS frequency you are working.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(3) \u00a0 Maintain good radio discipline.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(4) \u00a0 Learn how to pass your position message in a professional manner.\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(5) \u00a0 When transmitting, use standard operating procedures and RT speech groups.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(6) \u00a0 Make your radio transmissions as succinct as possible to avoid congesting the frequency.\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(7) \u00a0 Always report leaving an FIS frequency to avoid any uncertainty arising in the mind of the\u00a0FIS provider about your whereabouts and\/or safety.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(8) \u00a0 Remember that receiving an FIS does not free you from your obligation to plan your flight\u00a0thoroughly.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(9) \u00a0 Always be aware of your present location and be prepared to report your position whenever\u00a0you are asked to do so by the FIS provider.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0(10) Finally always remember that you are not under air traffic control and that you remain\u00a0responsible at all times for avoiding collision.<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">The Reply to &#8220;Go Ahead&#8221;<span style=\"font: normal normal normal 13px\/normal Arial\">\u00a0<\/span><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\"><em>(N.B. &#8220;Go Ahead&#8221; is the standard ICAO response that a controller would make to a request for a Flight\u00a0Information Service. Some countries may have their own way of responding. For instance, in the United\u00a0Kingdom, the controller would respond with the words, &#8220;G-ABCD, Stephenville Approach, Pass your\u00a0message&#8221;. Here we deal exclusively with ICAO practice.) \u00a0<\/em><\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">\u00a0<\/p>\n<p style=\"line-height: 20px; font: normal normal normal 13px\/normal Arial; margin: 0px\">Your response, as a pilot, to the instruction &#8220;Go Ahead&#8221; will be to pass a standard report combining\u00a0details of your aircraft type, position, altitude, route and intentions.
