    Delays in helicopter departures from Koropi heliports.<\/h2>\n

    Every summer (and not only then), significant problems are observed in the smooth operation of the heliports in the Koropi area. Pilots request permission to start up from the LGAV Delivery, but in many cases, the clearance is given even after a 40-minute wait. This time is extremely excessive, especially for VFR flights. It is worth noting that during this wait, passengers are usually already boarded and waiting inside the helicopter, while pilots try to justify the unjustifiable.<\/p>\n

    What does a 40-minute delay mean for helicopter operartors?<\/h2>\n

    For a helicopter charter operating VFR flights during the day and facing unjustified delays of 40 minutes, the consequences are particularly significant and usually lead to severe operational issues.<\/p>\n

      \n
    1. Flight cancellations<\/strong>: One or more flights will have to be canceled as the delay cannot be made up or planned for in advance. This delay cumulatively affects the entire schedule, resulting in the last flights of the day being canceled due to night restrictions or crew duty time limits.<\/strong><\/li>\n
    2. Missed connections<\/strong>: A large percentage of helicopter flights connect with other flights, which may also be missed due to the delay.<\/li>\n
    3. Crew fatigue<\/strong>: Helicopters do not have air conditioning when on the ground. With summer temperatures exceeding 40\u2103 on the tarmac and much higher inside the cabin, there is a serious issue of unjustified stress on both pilots and passengers, potentially impacting flight safety. During the summer months, pilots face a daily Discomfort Index exceeding 33<\/strong>, with the maximum index being 32, above which it is considered a State of Medical Emergency for the general population.<\/li>\n
    4. Passenger discomfort<\/strong>: Helicopter passengers, who choose this mode of transport for speed and comfort, are subjected to significant inconvenience, especially when the delay exceeds the duration of the flight itself.<\/strong> This negates the primary advantage of time-saving, with a high financial cost, which is a key reason for using helicopters.<\/li>\n<\/ol>\n

      What causes the delays?<\/h2>\n

      Specific controllers at Athinai TMA INFO are responsible for the delays, for reasons they create by not understanding the difference between IFR and VFR flights. They \u201caccept\u201d less than 10 aircraft in the Athens TMA, a region from Syros to Corinth and from Lake Marathon to Serifos, unnecessarily creating problems even in areas below 1000′ AGL, which is Class G. Crews are stressed before they even start, hoping not to encounter specific controllers on shift.<\/p>\n

      What is written on AIP?<\/h2>\n

      For an aircraft to start up when within a controlled area (ATZ, CTR), it must obtain clearance from the ATC. If it is at the airport, from the tower or Delivery. If it is within the ATZ, clearance must be obtained from the tower. If within the CTR, clearance must come from the tower or approach. Naturally, if there is any variation, it is stated in the AIP.<\/p>\n

      The heliports are OUTSIDE the ATZ but within the CTR of LGAV. The clearance for start-up should be obtained from the tower or approach, but the AIP states:<\/p>\n

      AD 3.19.21.1.3.1<\/strong> Prior communication with Start-up-Delivery Tower Controller (freq 118,675 MHz) is required for departing helicopters. The clearance will be issued depending on traffic density. Pilots will receive instructions regarding the transponder settings, latest QNH, the outbound route to be expected, and the ATC unit to be conducted with the associated frequency. ATC may apply temporary suspension measures when deemed necessary due to operational reasons.<\/em><\/p>\n

      We focus on “depending on traffic density”\u2014so, are the delays due to high traffic at LGAV? No. They are caused by frequency congestion in ATH TMA INFO. The same reason, that is, for the enormous problem that the flight academies are facing at LGMG with takeoff delays and the global and illegal novelty of imposing CTOT (LGGG B0576\/24 NOTAMN)<\/i>.<\/strong><\/p>\n

      AD 2 LGAV-VFR 4.4.<\/strong> Departing aircraft may be delayed due to frequency congestion in ATH TMA INFO.<\/em><\/p>\n

      Why does “frequency congestion” occur, and why only during certain shifts?<\/h3>\n

      The answer to the first question is numerous reports without a substantial reason, achieving the opposite of \u201cIn order to reduce frequency workload by unnecessary retransmissions,\u201d<\/strong> as stated below.<\/p>\n

      AD 2 GAV-VFR 1.12 <\/i><\/b>In order to reduce frequency workload by unnecessary retransmissions, all acft following VFR routes (or when cleared to proceed direct between significant points on the VFR-routes network) should report at all compulsory reporting points (refer to chart) and include in their reports the following elements without exception: a) aircraft identification; b) position; c) time; d) altitude, including passing level and cleared level if not maintaining the cleared level; and e) next position and time over\u2026<\/i><\/p>\n

      As for why this happens only during certain shifts, it is clear that it stems from the inability of certain controllers to understand the specifics of VFR flights<\/strong>. Shouldn’t something be done when a controller creates problems for dozens of aircraft, crews, passengers, airlines, schools, students, instructors, and even firefighting operations due to inadequacy, lack of knowledge, or character?<\/p>\n

      Professional and amateur pilots are evaluated at least annually, flight-wise and medically, and this can be every six months depending on age. Airlines evaluate pilots every six months to ensure their performance meets the required standards. What happens to controllers who create problems and cannot perform?<\/p>\n

      We reiterate that the VFR service station is not one intended for someone deemed unfit for other roles. Instead, it is a position in an extremely important service that requires appropriate skills and specialization.<\/strong><\/p>\n

      Helicopters have the ability to fly easily below 1000′ AGL. This is particularly useful during the summer when we have a high number of flights, thus facilitating the work of ATCs in the Athens TMA by flying below 1000′ in class G airspace.<\/p>\n

      ENR 1.4.2.3.6.2<\/strong>: The airspace outside of Airways, TMAs, MTMAs, CTRs, MCTRs, and ATZs from Ground (GND) \/ Mean Sea Level (MSL) up to FL115 is classified as class G.<\/em> All TMAs and MTMAs start from 1000′ AGL (in Greece, because abroad we even have 3000′ AGL precisely to accommodate VFR flights).<\/p>\n

      The same applies to the Athinai TMA: ENR 2.1.5.2 <\/strong>Class of airspace, Class D: 1000 FT ABOVE SFC \u2013 FL195.<\/em><\/p>\n

      Despite pilots declaring that they will remain below, and thus OUTSIDE the control area of the Athinai TMA, the specific controllers often do not grant clearance for start-up or departure.<\/strong> In many cases, this happens even from fields located within Class G airspace, exceeding their authority since they are only supposed to provide information, and that only upon request.<\/strong><\/p>\n

      ENR 1.4.1.2 Class G<\/strong>: IFR and VFR flights are permitted and receive flight information service if requested.<\/em><\/p>\n

      ENR 1.2.11 – Note 2<\/strong>: The ATHINAI APP unit, with the call sign ATHINAI TMA INFORMATION (see ENR 2.1.5.2), provides flight information service to VFR flights: \u2013 operating into or via ATHINAI TMA below FL195, \u2013 departing from or destined for LGEL, LGMG, LGTT, LGSO, LGKN, LGAV aerodromes, and \u2013 departing from or destined for all heliports or airfields situated within ATHINAI TMA.<\/em><\/p>\n

      It should be noted that the last part, “…situated within ATHINAI TMA,” obviously refers to within the lateral limits and should be corrected, as the TMA does not reach the ground. However, the important part is the phrase “is providing flight information service to VFR flights.”<\/strong><\/p>\n

      ENR 1.2.7.1<\/strong>: For VFR flights operating at and below FL195 outside TMAs\/MTMAs, CTRs\/MCTRs, and ATZs, continuous two-way radio communication with the appropriate ATS unit is not required.<\/em><\/p>\n

      The effect on flight safety<\/h2>\n

      The arbitrary interpretation of regulations by certain controllers, especially concerning the heliports in Koropi and helicopters wishing to remain outside the TMA after takeoff, causes significant issues during LGAV Delivery shifts. Continuous communications with Athinai TMA create tension, which transfers to the Delivery shifts, generating unnecessary stress for crews awaiting clearance, negatively impacting collaboration between pilots and controllers and overall flight safety.<\/strong><\/p>\n

      Economic Impacts<\/h2>\n

      The above exclusively concerns the smooth conduct of VFR flights and, of course, flight safety. We avoided any reference to lost revenues of AOC helicopter operators due to delays and flight cancellations<\/strong>. This is a matter for the Helicopter Operators, which lately seem to have no other choice but to follow legal avenues in order to protect both their interests and the rights of their passengers.<\/p>\n

      Proposed Solutions<\/h2>\n

      Harmonization of all personnel staffing the VFR service position with the prescribed procedures (following the example of controllers who are already working and have the ability to handle many aircraft on the frequency). There are many examples of controllers who have almost never delayed the flow of flights, even when the frequency is busy<\/strong>, which proves that with the right training and experience, they can manage increased traffic without problems, ensuring the smooth and safe conduct of flights.<\/p>\n

      Although in most countries it is not mandatory for controllers to hold a pilot’s license, have direct flight experience, or even have seen an aircraft up close, participation in a flight and interaction with aircraft and pilots can enhance controllers’ understanding of VFR flight procedures and the challenges that crews face.<\/p>\n

      The heliports in Koropi are outside the LGAV ATZ but within the CTR. The start-up clearance should be given promptly, provided it does not affect LGAV traffic and is not related to Athinai TMA when the flight is planned to take place below 1000 feet<\/strong>, outside the TMA area. Two-way communication should clearly be maintained, but without requiring unnecessary reports. It becomes an issue when all aircraft report every 5 minutes.<\/p>\n

      Is the redesign of Athinai TMA, an issue that has been discussed quite a bit, now imperative?<\/strong> Air traffic is continuously increasing, especially in recent years with tourism and the development of new helicopter operators and flight schools operating from Megara, creating pressure on the existing airspace, which was designed with considerable carelessness.<\/p>\n","protected":false},"excerpt":{"rendered":"
