The meeting was attended by representatives from the HANSP , HCAA, and educational organizations. HCAA Administrator, Mr. Tsitouras, supported this initiative by delivering an opening address.<\/p>\n<p data-start=\"493\" data-end=\"826\">This event was a follow-up to a previous online meeting held in December between the Safety Management Department and ATOs,<strong> where flight training organizations raised safety issues related to VFR flights and their operational environment<\/strong>. The discussions highlighted the need for a dedicated session focused entirely on VFR operations.<\/p>\n<p data-start=\"828\" data-end=\"1146\">This initiative is possibly the first time that such an in-depth discussion on VFR flights has taken place with a focus on aviation safety. By identifying these challenges as safety issues, all involved stakeholders are called upon to engage in dialogue with users and work towards agreed-upon solutions and actions.<\/p>\n<h3 data-start=\"1148\" data-end=\"1179\"><strong data-start=\"1152\" data-end=\"1177\">Key Discussion Topics<\/strong><\/h3>\n<p data-start=\"1181\" data-end=\"1241\">Among the various issues addressed, the most notable were:<\/p>\n<ul data-start=\"1242\" data-end=\"1976\">\n<li data-start=\"1242\" data-end=\"1372\"><strong data-start=\"1244\" data-end=\"1276\">VFR route design philosophy:<\/strong> The concentration of VFR traffic at specific points increases the risk of mid-air collisions.<\/li>\n<li data-start=\"1373\" data-end=\"1538\"><strong data-start=\"1375\" data-end=\"1412\">Low altitudes on some VFR routes:<\/strong> Limited available glide altitude in case of engine failure and routes exposed to challenging conditions (e.g., turbulence).<\/li>\n<li data-start=\"1539\" data-end=\"1668\"><strong data-start=\"1541\" data-end=\"1579\">Difficulties in visual navigation:<\/strong> Use of points and tracks that cannot be followed visually (e.g., points over the sea).<\/li>\n<li data-start=\"1669\" data-end=\"1832\"><strong data-start=\"1671\" data-end=\"1720\">Increased workload for ATC in the Athens TMA:<\/strong> The rising number of VFR flights leads to high radio frequency congestion and challenges in managing traffic.<\/li>\n<li data-start=\"1833\" data-end=\"1976\"><strong data-start=\"1835\" data-end=\"1892\">Significant delays in the Athinai TMA for VFR flights:<\/strong> These are caused by increased workload, congestion, and ATC capacity limitations.<\/li>\n<\/ul>\n<figure id=\"attachment_17443\" aria-describedby=\"caption-attachment-17443\" style=\"width: 768px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17443 size-large\" src=\"https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-1024x614.jpg\" alt=\"\" width=\"768\" height=\"461\" srcset=\"https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-1024x614.jpg 1024w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-200x120.jpg 200w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-768x461.jpg 768w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-1536x921.jpg 1536w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-2048x1229.jpg 2048w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-120x72.jpg 120w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-380x228.jpg 380w, https:\/\/greekhelicopters.gr\/helos\/wp-content\/uploads\/2025\/02\/AviTracer-Traaffic-2024-3-650x390.jpg 650w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption id=\"caption-attachment-17443\" class=\"wp-caption-text\">Traffic during summer season 2024 in Athinai TMA provided by <strong><a href=\"https:\/\/AviTracer.com\">AviTracer<\/a><\/strong><\/figcaption><\/figure>\n<h3 data-start=\"1978\" data-end=\"1996\"><strong data-start=\"1982\" data-end=\"1994\">Why Now?<\/strong><\/h3>\n<p data-start=\"1998\" data-end=\"2227\">HCAA receives a very small number of reports from general aviation and training organizations. Through initiatives like this, it aims to encourage more reporting and gain a better understanding of the issues faced by users.<\/p>\n<p data-start=\"2229\" data-end=\"2541\">At the same time, HANSP, as the provider of air traffic control services, operates under conditions of chronic understaffing and is seeking new solutions to long-standing challenges in airspace management. This presents a unique opportunity to develop solutions that benefit both authorities and users alike.<\/p>\n<h3 data-start=\"2543\" data-end=\"2571\"><strong data-start=\"2547\" data-end=\"2569\">Proposed Solutions<\/strong><\/h3>\n<p data-start=\"2573\" data-end=\"2789\">During the meeting, several proposals were presented, using examples from international airports with higher volumes of VFR flights.
